2007-2010: The Trail to Scouting’s
100th Birthday
by Andy Garza, Three Rivers Council Commissioner
The New Year brings many great opportunities for
Scouting as we begin the climb to 2010 and the 100th
birthday of our great program for youth. Scouting
has a rich history of achievement for the young people
that have experienced the terrific adventure and we
expect that the next four years will offer even more
outstanding programs designed to further the ideals
of Scouting. We’re glad you are a part of the
adventure.
My plans for 2007 are to grow the commissioner staffs,
starting at the top with District Commissioners in
every district, and then expanding out recruitment
to the next level – Assistant District Commissioners.
Once we have the commissioner leadership in place
2008 will be the year of recruiting unit commissioners
to help support our units. I am looking forward to
the challenge of making commissioners the elite group
service team our council deserves.
We’ve outlined several important points for
the District Commissioners and these items will be
our focal points for success in 2007. Here is an overview
of those plans.
- Centennial Quality Awards
- Improvement in membership retention
- Excitement of unit visits by our UC’s and
ADC teams
- Expanding the number of trained “direct contact”
leaders at the unit level.

Commissioners are
district and council leaders who help Scout units
succeed. They coach and consult with adult leaders
of Cub Scout packs, Boy Scout troops, and Venturing
crews. Commissioners help maintain the standards of
the Boy Scouts of America. They also oversee the unit
charter renewal plan so that each unit reregisters
on time with an optimum number of youth and adult
members.
How Is Commissioner
Service Organized?
At the national level, BSA has a National Commissioner.
Similarly, each Council has a Council Commissioner
and Assistant Council Commissioners. However, it is
at the District level that you will find more than
95% of BSA's Commissioners serving. Whether as District
Commissioner, Assistant District Commissioners, Roundtable
Commissioners, or Unit Commissioners, these dedicated
Scouters provide every aspect of Unit service.
District Commissioner
The District Commissioner is a volunteer who works
with the Roundtable Commissioners, Unit Commisioners
and Assistant District Commissioners in your district.
These commissioners play several roles, including
friend, representative, unit "doctor," teacher and
counselor.
Roundtable Commissioners
Roundtable Commissioners provide unit leaders with
resources and training in program skills through regularly
scheduled roundtable meetings.
Unit Commissioner
The Unit Commissioner's mission is to provide guidance,
and deliver meaningful service to the units that they
serve. This brings about membership growth, ensures
on time charter renewal, and helps units succeed.
Unit Commissioners are assigned to a small group of
individual units, and are available to address specific
unit needs as they arise.
